| Description: | In 2015, the U.S. Department of Education (ED) announced the Second Chance Pell (SCP) experiment under the Experimental Sites Initiative, which allows incarcerated students who would be eligible for Pell if they were not incarcerated, access to Pell Grants while attending an eligible academic program offered by one of the colleges participating in the experiment. SCP postsecondary education programs provide incarcerated students college credit-bearing curricula resulting in certificates or associate of applied science, associate of arts or science, and/or bachelor of arts or science degrees. This publication provides guidance to administrators seeking funding from the SCP program. |
