dc.descriptionThis edition of Child Welfare Watch considers the legacy of the federal Adoption and Safe Families Act of 1997. As with most legislated solutions to problems of great complexity, the law purported to be a comprehensive reform, but wasn’t. It failed to put substantial resources into family support services, or into the nation’s troubled family courts—two essential tools for ensuring that children have permanent homes and families. Of its own accord, New York successfully expanded investment in preventive family support in recent years—although today, impending city budget woes could undermine this advance. Meanwhile, the city’s Family Court is too overwhelmed to handle its responsibilities in a timely way. It includes recommendations proposed by the Child Welfare Watch advisory board.en_US
