Pel-recursive motion estimation and motion-compensated coders are reviewed. A motion-compensated coder with the additional ability to predict uncovered background is described and the simulation results are given. These results give a bound on the maximum improvement obtainable with background prediction. Additionally, a modified coder describes which improves coder output by up to 13 percent.en_US
